Our Chief Executive and Senior Management team

Charlie Massey – Chief Executive

Charlie leads our senior management team who are responsible for what we do day-to-day. 

He builds on the key reforms we've delivered, including:

  • expanded medical education and training role
  • revalidation
  • language checks for doctors from Europe
  • Medical Practitioners Tribunal Service.

Charlie joined us from his Director General role at the Department of Health England. Before that, Charlie was Director for Ageing Society and State Pensions at the Department for Work and Pensions. 

He has also worked in a variety of roles across government and the wider public sector. During this time Charlie has led:

  • improved funding of final salary pension schemes as Executive Director of the Pensions Regulator
  • childcare and drugs reviews in the Prime Minister’s Strategy Unit
  • work on Royal Mail and the future of the Post Office network at HM Treasury.

Our Senior Management team

Susan Goldsmith – Chief Operating Officer and Deputy Chief Executive

Susan helps us meet the challenges we face and deliver our corporate strategy aims. And she brings significant change and transformation experience to the Senior Management team. 

Susan joined us in October 2014 from British Airports Authority. She was Operations Director with responsibility for Heathrow Terminal 5. Susan has also held senior roles with East Coast Trains and National Express group. And she is a qualified chartered accountant.

Paul Buckley – Director of Strategy and Policy

Paul leads our work to understand and respond to developments in the external environment. This includes enhancing our strategy and policy work, and our data, research and insight capabilities – so we can work collaboratively with others and consider external factors when we develop our policies and programmes.

Paul is the longest serving member of the Senior Management team, having joined us as a senior case worker in 1996. He became Director of Strategy and Planning in 2004 and was responsible for coordinating our responses to public inquiries, including the Shipman Inquiry. Paul was our Director of Education and Standards from 2008–13 and Director of Strategy and Communication from 2014–18. 

Before that, Paul worked for a number of public sector organisations, including the Inland Revenue and the Parliamentary Ombudsman. He also qualified as a teacher and took a degree in Modern History and Modern Languages.

Una Lane – Director of Registration and Revalidation

Una leads all aspects of our registration and revalidation work. This includes policy, implementation and operational delivery.

Una joined the Senior Management team in 2010. Before that, she was Assistant Director of Revalidation from 2007 and Head of Policy and Planning in the Fitness to Practise directorate between 2002 and 2007. Before joining us, Una worked at the Legal Services Commission for eight years.

Colin Melville – Medical Director and Director of Education and Standards

Colin leads our regulatory duties for all stages of medical education. This includes advising doctors on professional conduct, performance and medical ethics.

Colin joined us in 2017 from his role as the Head of Lancaster Medical School. Before that, he worked with Warwick Medical School, Hull York Medical School and North Yorkshire East Coast Foundation School.

Colin is also a registered doctor. And he has worked as consultant in intensive care medicine and as a Medical Director at Tees, East and North Yorkshire Ambulance Services.

Anthony Omo – Director of Fitness to Practise

Anthony leads our work within a doctor’s fitness to practise medicine. He is also responsible for the reform programme within the directorate.

Anthony joined as an in-house solicitor in 2003. He went on to become a Principal Legal Adviser and then Assistant Director responsible for our Legal Services team in 2008. During this time he developed and expanded our first full service in-house legal team.

He took on the extra role of Employer Liaison Service Assistant Director in 2011. This led to the successful roll out of the service across the UK.

Anthony became Director of our Fitness to Practise directorate in 2013. And in 2015 he was appointed as our General Counsel. In this role, Anthony acts as senior legal adviser to our Council and the Chief Executive. 

Before joining us, Anthony worked in public service. He worked for the then Department of Health and Social Security and the Crown Prosecution Service. Anthony is also a solicitor.

Paul Reynolds – Director of Strategic Communications and Engagement

Paul leads the effective use of our communication and engagement channels, to make sure we provide clear, concise and relevant information to our audiences.

Paul joined us in 2018 from the Institute and Faculty of Actuaries, where he worked as Director of Public Affairs and Research. Previously, Paul was Director of Corporate Affairs at the UK Pension Protection Fund, and worked as Senior Communications Manager at the Office of Gas and Electricity Markets (Ofgem) for five years.

He started his career as a civil servant with the Benefits Agency and then the Department for Social Security, where his roles included Policy Manager and Private Secretary to the Secretary of State.

Neil Roberts – Director of Resources and Quality Assurance

Neil makes sure we have the right people, working environment, equipment, systems and information. He is a strong advocate of continuous improvement. And he's led significant improvements to the way we work.

Neil joined us as Director of Resources in 2003. Before that Neil worked in the commercial aerospace and defence sectors. He spent 14 years at British Aerospace and five at Raytheon. He is also a chartered management accountant.
